S’exprimant, jeudi, lors d’une allocution prononcée à l’ouverture d’un conseil des ministres tenu au palais de Carthage, consacré à la présentation des projets de décret-loi et du décret sur les élections, le chef de l’Etat a affirmé qu’il y a aura très prochainement une « nouveauté » dans la loi organique relative aux élections et au référendum.
Il s’agit de l’élection des membres du conseil national des régions et des districts et l’élaboration d’un texte régissant les rapports entre les deux conseils, a révélé le chef de l’Etat.
« Nous sommes résolus à respecter la date fixée pour les prochaines élections législatives prévues le 17 décembre 2022. Pour ce faire, nous annoncerons à ce jour même la promulgation du décret-loi relatif aux élections et le décret portant convocation des électeurs aux élections des membres de l’assemblée des représentants du peuple », a lancé le président de la République, Kaïs Saïed.
« Infra-constitutionnelle, la loi électorale est d’une importance majeure », a soutenu le chef de l’Etat, indiquant que « les rédacteurs de ce texte se sont inspirés des expériences comparées lors de sa rédaction, citant les exemples français et britannique. »
Nouveau mode de scrutin
A propos du mode de scrutin sur listes, la représentation proportionnelle et le système des plus forts restes, en vigueur durant la décennie écoulée, le président Saïed a blâmé ce système électoral, surtout que le député, que ce soit dans un parlement ou autres assemblées élues, ne tire pas sa légitimité de la volonté des électeurs, mais plutôt de l’approbation du comité directeur de son parti.
A ce propos, il a tenu à démentir les allégations faisant dire que l’application du système de scrutin uninominal vise à exclure les personnes qui répondent aux conditions objectives prévues par la loi électorale, soulignant qu’il n’y a aucune intention d’écarter certains partis des prochaines élections.
L’exclusion ne se fera que par les urnes
Si exclusion il y a, elle sera exprimée par le peuple le jour du scrutin, a-t-il soutenu, ajoutant que ceux qui préfèrent boycotter les élections législatives sont « libres », formulant le souhait de franchir l’étape de l’exercice de la « souveraineté effective » par le peuple.
Une souveraineté qui, a-t-il dit, ne s’exerce pas à travers des élections fictives où le citoyen est assimilé à un simple bulletin de vote, précisant que le député, qu’il soit issu d’un parti ou indépendant, est tenu responsable en premier et dernier ressort devant ses électeurs durant son mandat législatif.
Le président Saïed a ajouté que le scrutin uninominal est un mode électoral qui permettra au peuple d’exprimer librement sa volonté et de choisir souverainement la personne qui lui sied dans le cadre d’une circonscription électorale restreinte, tout en lui accordant la possibilité de retirer le mandat de cette personne au cours de la législature.
C’est d’ailleurs l’objectif ultime sous-tendant l’élaboration de ce projet relatif aux élections des membres de l’assemblée parlementaire, a fait savoir le président Saïed, en attendant que soit finalisée la loi électorale sur les membres du conseil national des régions et des districts.
Reproches à l’appareil administratif
Dans un autre contexte, le président Saïed a adressé ses reproches à l’appareil administratif, affirmant qu’il tente de saboter le projet de réformes et de concourir à l’éclatement de l’Etat et à la fragmentation de ses services publics, faisant état de plusieurs dépassements et exactions dans tous les secteurs sans exception aucune à dessein de semer l’anarchie et provoquer les crises récurrentes, a regretté le chef de l’Etat. Il a réaffirmé que le peuple tunisien saura comment faire face à ceux qui s’acharnent à l’affamer et à le mettre à genoux.
« Aucune tolérance avec quiconque tente de persécuter le peuple tunisien », a martelé le chef de l’Etat, estimant que les actes accomplis par ces fauteurs de troubles sont un « crime inexcusable », appelant « les magistrats « dignes et honnêtes » à appliquer la loi à leur encontre et à les traduire en justice.
Maintenant, il faut attendre les réactions et ce qu’en va en dire l’Instance supérieure indépendant pour les élections (ISIE), pour être fixés définitivement.
