TUNIS – UNIVERSNEWS – Dans son entretien avec Universnews, l’expert économique et ancien ministre des Finances, Hassine Dimassi a mis en garde contre l’aggravation davantage de la situation économique et financière du pays suite à l’incapacité des autorités de mettre en œuvre les réformes et d’absorber les chocs internes et externes auxquels l’économie tunisienne fait face.
«On n’a pas la capacité et la volonté de réformer, bien que nous sommes dans une véritable catastrophe. Il n’y a pas pire que de ne pas trouver du pain», a indiqué Dimassi, avant d’estimer que la crise se renforcera davantage, au cours des prochaines années, et la situation virera à la catastrophe si on tarde encore à engager les réformes des finances publiques.
Il a par ailleurs indiqué que la réforme doit concerner toutes les finances publiques, faisant remarquer à ce propos que le mauvais état des finances publiques et l’accumulation des dettes ont toujours été source de déstabilisation pour l’Etat. Et d’ajouter que les réformes ne doivent pas concerner uniquement la subvention et la masse salariale, « C’est tout un cercle vicieux. La déstabilisation des finances publiques aggrave davantage la situation et fait plonger le pays dans l’endettement qui devient un lourd fardeau difficile à gérer », a-t-il dit.
«Aujourd’hui, la Tunisie se trouve dans l’impasse totale. Nous sommes même dans l’incapacité d’orienter les dépenses de subvention vers les plus pauvres et c’est le plus grave. La situation se détériore d’une année à autre devant le silence des autorités. Pas de mesures courageuses», a-t-il dit.
Interrogé sur les solutions, l’ancien ministre des Finances a recommandé la mise en place d’une commission de crise qui aura pour mission d’accélérer les réformes.
«Nous sommes dans l’impasse»
Sur la dégradation de la notation souveraine de la Tunisie par l’agence japonaise R&I de « B » à « B-« , Dimassi n’a pas affiché son étonnement à l’égard de cette question, faisant remarquer que cette dégradation est prévue et ne pourra en aucun cas être surprenante : « Ce n’est pas la première en Tunisie… nous n’attendons pas à ce que les notes attribuées à la Tunisie par les agences de notation soient positives parce que rien n’a changé dans le pays depuis de nombreuses années. Nous sommes toujours dans l’impasse et la situation économique est en nette dégradation», a-t-il encore dit.
Il a en outre affirmé que la Tunisie aurait dû entamer les réformes depuis au moins une dizaine d’années pour éviter que la situation se complique davantage comme déjà le cas d’aujourd’hui. «Chaque retard sera payé très lourd et nous risquons même d’atteindre une étape où la réforme devient de l’impossible», a-t-il alerté.
Sur la non conclusion d’un accord avec le FMI, l’ancien ministre des Finances a appelé à laisser cette affaire avec le FMI de coté et se concentrer sur la réforme des finances publiques. « Cet accord attendu avec impatience avec le FMI ne va qu’ouvrir la porte pour s’endetter encore et davantage, alors qu’il faut aujourd’hui se concentrer sur la réforme des finances publiques tout en maitrisant les dépenses notamment celles de la subvention, de la masse salariale, de l’endettement et celles allouées aux entreprises publiques qui sont déjà en faillite», a-t-il encore dit.
