TUNIS – UNIVERSNEWS – Modestement, mes tribunes concernent essentiellement la politique, rarement en dehors, je n’écris que très rarement à la première personne, par modestie car on ne connait que très peu de choses de ce qu’on prétend savoir.
Afin que les choses soient claires, je suis un supporter de l’Espérance, j’ai un profond respect pour toutes les autres équipes tunisiennes, sans exception aucune ; j’ai été éduqué au temps ou le foot était à sa place et la politique était à la sienne. Devenu politologue, j’ai eu à enseigner la drôle de guerre des « cent heures » entre le Salvador et le Honduras en 1969, mais aussi les relations entre le foot et la politique dans l’Espagne franquiste. Pour moi, ces cas étaient extrêmes et illustratifs de situations particulières. Loin de la réalité de ce que j’ai connu comme amateur du foot dans mon pays de naissance.
Soudain dans le sillage des évènements de 2011, on a vu fleurir des clubs de supporters tous se sont appelé «Chebeb Ennahdha du club X», «Chabeb Ennahdha du club Y», ce fut éphémère mais suffisant pour comprendre que la marée idéologique et dégagiste de 2011 venait de tout envahir pour le malheur du foot tunisien. Depuis la fameuse «vertigineuse», le foot tunisien a été envahi par la politique et inversement.
C’est ainsi que j’ai eu à m’intéresser aux tribulations de la FTF (le mot est faible), aux attaques contre le pauvre club de la Chebba, la destitution maladroite, indigne de Faouzi Benzarti par le «chef du foot», les participations ridicules de l’Equipe Nationale à la coupe du monde, les coulisses des rapports avec la CAF qui est une des institutions les plus sujettes à caution au monde, pour ne pas dire plus.
Disons-le sans ambages, il y a un parallèle ridicule entre le foot et la politique depuis l’avènement du baron du foot. Alignement sur le Qatar, exacerbation des régionalismes, calendrier loufoque, stades à l’abandon, nominations et sélections au prorata des allégeances, défense de la carrière personnelle au détriment de l’intérêt supérieur du foot dans les couloirs et les méandres de la misérable CAF.
A ce titre, on peut dire que la baronnie de la FTF est une reproduction footballistique de la défunte « République du Bardo » de Ghannouchi. Ce dernier, ne connaissait rien au foot, et certainement rien à la politique, mais a compris que le mélange des deux peut devenir une nitroglycérine. Sa proximité avec le baron du foot relève d’ailleurs de la même attraction chimique. Le baron du foot a compris que les stades sont plus utiles que les partis, plus prégnants qu’une idéologie. De cela, la suite à découlé.
Par excès de modestie le baron du foot a cru un instant qu’il avait un destin politique national. Il s’est vu chef du gouvernement, voire plus. La FTF devait être pour lui ce qu’est Sciences Po et l’ENA pour d’autres.
Ces derniers mois, il déchanté, mais il a une longueur d’avance sur Ghannouchi son mentor putatif. Car en effet, là où les ambassades étrangères et les entreprises de lobbying (comme Burson and Marsteller) ont échoué, la FIFA a réussi.
Le baron est vissé à son fief par une immunité totale. Bien qu’il soit à la tête d’une quasi-entreprise politique, à travers sa gestion du foot, il bénéficie de la règle instaurée par la FIFA d’interdiction de l’immixtion du politique dans le foot. Hormis les questions fiscales, il y a peu de limites à cette immunité, car les présidents de clubs, par peur ou par flagornerie, se sont abstenus jusqu’alors de vouloir déposer le baron. D’ailleurs les « coups d’Etats » dans le foot sont rares dans le monde et à la tête des fédérations régionales. Il suffit de voir ce que recèlent les coulisses de la FIFA et de la CAF.
Les printemps sont passés, la vertigineuse a fané, la révolte n’est plus qu’un cauchemar de douze ans, mais dans le paysage politique tunisien (nous soulignons bien paysage politique), la baronnie FTF est restée comme un vestige qui réapparait à marée basse une fois que l’eau s’est retirée.
Un vestige architectural incongru, la dernière dent de l’édenté, jaunie, difforme, cariée jusqu’à la racine, mais qui peut encore mordre. Pour s’en convaincre, il suffit de juger de la qualité, du modèle de championnat, de la situation des clubs, de la situation de l’infrastructure. Il suffit de comparer l’après 2011 à l’avant pour comprendre la métaphore de la dent, de la bouche et de l’haleine.
