Ces pays à revenus faibles et intermédiaires qui avaient accouru à l’appel du président de la République française –le pays des droits de l’Homme, soit dit en passant- avaient besoin d’un pactole de pas moins de 27000 milliards de dollars d’ici 2030, selon l’Organisation non-gouvernementale Oxfam qui considère cette somme faramineuse.
Face à ces montants, les 100 milliards de dollars par an promis depuis la COP15 de Copenhague, en 2009, et finalement réunis pour la première fois cette année, ne suffisent pas pour crier victoire. De même, l’annonce de la réallocation par les pays riches de 40% de l’équivalent de 100 milliards de dollars de droits de tirages spéciaux à destination du Sud n’est que la confirmation d’un engagement pris en 2021. Et les dirigeants de ces pays dans le besoin sont rentrés chez eux avec des promesses… plein de promesses, mais sans rien en poche !!!
Pour la directrice générale d’Oxfam France, Cécile Duflot, « ce qu’ils ont obtenu, c’est un recyclage de vieilles promesses non tenues et la perspective de nouveaux prêts qui pousseront les nations les plus pauvres vers un endettement désastreux »… et c’est bien résumé.
D’ailleurs, aurait-on pu attendre mieux ? Que Nenni, parce que même les pays dits-riches ne le sont plus et ont d’autres préoccupations : Les Etats-Unis –maitres du monde- ont frôlé la cessation de paiement… l’Europe, avec ses problèmes financiers, aussi, est préoccupée par les flux d’immigrés clandestins qu’elle veut « parquer » dans les pays du sud de la Méditerranée, ainsi que par la situation en Ukraine qui les prive du pétrole et du gaz russes, alors que les pays de l’OPEP cherchent à faire flamber les prix de l’or noir !!!
Aujourd’hui l’Europe n’a plus les moyens de sa politique et la Tunisie est en hibernation, populisme oblige. Mystère et boule de gomme… et, peut-être, faut-il attendre le sommet européen des 29 et 30 juin pour voir ce qu’on nous réserve… surtout que l’information ne circule pas… et qu’il faut nous contenter du cérémonial et du populisme !!!
