TUNIS – UNIVERNEWS D’après l’OTE, le Fonds monétaire international (FMI) avait souligné lors de la révision préliminaire de l’Accord de facilité élargie en juillet 2017 que l’adoption d’une plus grande flexibilité du taux de change et le resserrement de la politique monétaire pourraient améliorer le déficit de la balance des paiements, réduire les pressions inflationnistes et accroître le taux de couverture des réserves monétaires.
Cependant, les données statistiques démontrent que ces demandes du FMI ont eu des résultats contradictoires et ont affaibli les fondements de l’économie tunisienne.
Selon le rapport de l’OTE, la recommandation du FMI visant à adopter un système de change modifié a entraîné une augmentation des importations, ce qui a nui à la compétitivité des entreprises et a entraîné une diminution de leurs ventes, entraînant ainsi une baisse des recettes en devises de l’État. Cette situation est illustrée par l’élargissement du déficit de la balance des paiements, qui atteint désormais 8,6 % du Produit intérieur brut en 2022. Par ailleurs, l’adoption d’une plus grande souplesse du taux de change pour réduire les interventions de la Banque centrale de Tunisie sur le marché monétaire a conduit à une forte réduction des réserves en devises, passant de 128 jours d’importation en 2015 à 84 jours en 2018.
Concernant la politique monétaire, le rapport de l’OTE met en évidence l’adoption par la Banque centrale de Tunisie d’une nouvelle politique monétaire inspirée par les recommandations du FMI. Cependant, cette politique a eu un impact négatif sur les prix, aggravant l’inflation dès la libération du taux de change du dinar en avril 2016. Cette détérioration s’est accentuée après la forte dépréciation de la monnaie nationale à partir de mars 2017.
L’OTE souligne en outre que l’adoption des recommandations du FMI a entraîné une augmentation de la dette publique, une hausse des importations, une aggravation de l’inflation et un élargissement du déficit de la balance commerciale en Tunisie, entraînant une dépréciation continue du dinar et une diminution des réserves en devises.
