Toutefois, si la majorité des pays de la CEDEAO se disent prêts à la confrontation, le Mali et le Burkina Faso semblent pencher vers le soutien à Niamey et sa junte militaire.
Les chefs d’état-major des pays de la CEDEAO s’affichent prêts à intervenir contre la junte, tout en assurant que l’option militaire sera «la dernière sur la table». En face, le Mali et le Burkina Faso ont annoncé qu’une opération contre Niamey serait assimilée à une «déclaration de guerre» à leur encontre.
« On est prêt », affirme d’une voix ferme un ministre ouest-africain, vendredi 4 août. Son pays, un des poids lourds de la région, se prépare à faire « usage de la force » contre la junte à la tête du Niger depuis le 26 juillet, assure-t-il. « Notre ligne n’a pas varié, c’est la fermeté. C’est le coup d’Etat de trop », explique le responsable politique. A quelques heures de l’expiration de l’ultimatum fixé au dimanche 6 août par les pays de la Communauté économique des Etats de l’Afrique de l’Ouest (CEDEAO) pour que les militaires nigériens rendent le pouvoir au président Mohamed Bazoum, les deux camps –celui des « putschistes », qui soutient la junte nigérienne, et celui des « légalistes », qui réclame la réinstallation du dirigeant renversé– restent sur leurs positions et chacun envisage la guerre. Si elle devait avoir lieu, cette confrontation entre « blocs » serait inédite en Afrique de l’Ouest et particulièrement risquée.
Vendredi, à Abuja, capitale nigériane, les chefs d’état-major des pays de la CEDEAO ont conclu trois jours de réunion en annonçant que les contours d’une « éventuelle intervention militaire » contre la junte nigérienne ont été « définis ». « Y compris les ressources nécessaires, mais aussi la manière et le moment où nous allons déployer la force », a précisé le commissaire chargé des affaires politiques et de la sécurité, Abdel-Fatau Musah.
Une source militaire affirme que près de 50 000 soldats pourraient être mobilisés pour cette opération, un chiffre considéré comme «plausible» par plusieurs experts, mais qui n’est qu’une «planification» vouée à être ajustée. Il correspond au nombre d’hommes que l’armée nigérienne pourrait aligner en 2025, selon les projections qu’avait faites le gouvernement. Plusieurs pays comme le Nigeria, le Sénégal et la Côte d’Ivoire ont d’ores et déjà confirmé leur participation à cette force.
